Hi,
The patents you list use the PLSS system. A good
article on this system is

My work with PLSS thus far has been in Illinois,
I don't have easy access to a Range/Section map
of either Jackson or Washington County, IN. The
patents are looking for are on the northern
border of Washington County, since the
descriptions are all in 4N, 3E, of the 2nd PM and
that section straddles both Jackson and
Washington County. In fact the Sections 21 and 22 straddle the county line.
