Lake County was also a popular elopement spot, you might try there.
Allen Co. might be another one.

I am searching for the county in which my aunt Dorothy Eleanor Roberts
married Albert S. Butzberger on October 24. 1933.
They had eloped from north central Ohio, Through my research I had
found Union and Steuben counties had such laws, but they do not have a
record of the marriage.
If anyone can give me any guidance on this problem, I will appreciate
the help. Ordering the LDS films for all the counties in Indiana does
not appeal to me.
