I guess I would refer the question of whether a state agency is known to
have destroyed public records to the Indiana State Archives, which is part
of the Indiana Commission on Public Records. They may have some
advice. There should also be (or were) records for Sarah in Delaware Co,
because she was likely committed via a court hearing.
Yes, records may have been destroyed at the county or institutional
level. But it's possible some one just didn't want to dig for records in
storage. It's also possible the records were de-accessed to the Archives.
