Thank you. Can you cite the laws involved in this situation...the ones that make the
"owner" free to let this happen, etc.?

I doubt the township trustee has any say over this cemetery, although it
is possible. If the land owner is paying property taxes on the cemetery
land along with the taxes on the rest of the land then the trustee can't
do anything.
About the only legal responsibility the land owner has in regards to the
cemetery is to file a plan and request a permit from the DNR-Department
of Historic Preservation and Archeology (DHPA) IF there is to be any
development within 100 feet of the cemetery.

We were at first told by a nearby resident that they own it and don't usually allow
people to go there. When we bluntly asked permission, they relented. There is no sign of
any kind, anywhere to indicate where this cemetery is and it is not visible from the road.
This seems to be a classic case of multiple infractions by a number of people of the state
cemetery laws. This is also a pioneer cemetery and I was under the impression they were
protected.
