There are Eastham's buried in the Oak Grove Cemetery located in Washington Indiana.?

I've tracked an ancestor of my wife's to Daviess County and could use some help
and suggestions.
The person in question is Elizabeth Eastham, born in Ohio in 1838. In the 1910
Census, Elizabeth was a 71-year-old widow living with her unmarried son, Frank,
who was 47. They were living in Ward 2 in the town of Washington.
I would very much like to order a death certificate for Elizabeth in hopes that
it would list her parents. That would positively connect her to my wife's line.
Before I request a death certificate, is it necessary for me to pin down
Elizabeth's date of death? She does not appear in the 1920 census but I can't
find Frank, either. It's possible one or both may have died, or their surname
may have been garbled in 1920.
I have not requested vital records in Daviess County before. Would a death
certificate come from the County Clerk or would it come from the City of
Washington, assuming Elizabeth lived there at the time of death?
Any suggestions much appreciated!
