The 1880s can be sort of iffy for birth records, as you probably know. You could try
writing to the County Court House (their web site suggests the Health Dept. for births and
deaths). For a marriage record for Reuben T, write to the County Clerk.
The alternative is to check to see what the Family History Library has for Grant County
(check the catalogue at
FamilySearch.com). If they have records that look interesting,
and if you have a Family History Centre near you (check under Library), you can order the
film in for a very nominal fee.
As for the difference in birthplace for the two census records, I wouldn't worry about
that too much, as long as you don't know who provided the information, or what else
was on their mind when they did.
