If tax duplicates exist for the 1890's for Clinton County, this would
provide information about who lived there and a whole lot more. These are
either stored by the county or sometimes sent on to the State
Archives. Some counties have microfilmed them. They were done from the
1840's most places.

There was a federal census for 1890 but most of it was
lost in a fire in 1921 (the rest was destroyed in
1934, thanks to authorization by Congress). I believe
they're working on a supplement for that but I don't
know if it's available anywhere outside of
Ancestry.com. Some local censuses were done between
those time periods but I have never seen one for
Clinton County. The Frankfort library or your local
LDS church are places you could consult, if there is a
state or county census for that time period they could
get it for you on microfilm.
