That was my first thought too, but I looked at that database already for the
poster of the question, but it does not include Clay County.

It includes 21 counties if I counted correctly from the drop down menu. I
believe at one time I found some sort of listing of a naturalization record
( like an intent to become a naturalized citizen) for my Clay County
relative at the Clay County Genealogical Society Library in Center Point,
but it was not the actual record. I tried the court house and it was not
there either - that was probably 5 or 6 years ago, and I visited in person.
I can't remember whether some were there and just not my ancestor's or just
what.

Have you thought of contacting the Indiana State Archives for the
information they have in their naturalization records? Because they are
extremely short-staffed, it will take some time to fulfill your request.
You will, however, eventually get it. Put the agency name in a google
search to find their database.
