I don't know just what you know about the Schleiger Family but I did find

A Charles Schleiger is one the 1900 Census-IN-Cass-Logansport City but
there are 38 pages in District 9 Ward 2 and I don't know how many pages
on another District and Ward. If he was in 1910 Census his name or Lucy's
name didn't come up.
If you could find an old Logansport City Map or Plat Book that might
help. I am 70 and in my lifetime College St. only ran 3 streets north to
south. Your address on College would make College 6 more blocks to the
south. I would think if the RR cut it in 2 the name College would pick up
beyond the tracks but it doesn't.
I just checked Yahoo Maps and there IS a 601 Vine St and a 601 Plum St.
which are the 2 streets south of the RR tracks which COULD hook up with
College. I don't really think so but could you have the wrong Street?
I have never heard of the Cracker Factory. Just where was it in
Logansport?
