The Kokomo library does not have Logansport newspapers, so I doubt there would
be an obit at the Kokomo library.

I don't think there are any volunteers doing obit
lookups but you can contact the library and they can
get the obit for you.

If the government is not willing to accept the note
from the funeral director then chances are they are
may not accept the obit either. Often the info from
the obit came fromt he funeral director. His records
most likely really were lost in St. Louis. They had a
massive fire years ago and many records were lost. If
the American Legion is placing a flag on his grave
then they are probably the ones you should be
contacting to get proof of his service. Obviously they
have it or they wouldn't be putting a flag on his
grave. I'm sure they would be happy to help you if you
contacted them.
