Unlike Marilyn, I am unable to provide help with your query, but I do sympathize with your
frustration with the Health Dept. In my last in-person contact with them, I had exact
dates and they eventually provided transcriptions of the certificates. However, I was not
allowed to check their transcriptions against the original. While the odds are they got
it right, the certificate is now only a secondary source. It would far better to receive
a direct copy.
I do wonder if local genealogists have tried working with the Health Dept. leadership to
establish more user-friendly means of access to the records of our ancestors. There
should be a certain ethic in favor of "freedom of information," in regard to
such old records in particular. It is especially important now that the State seems to
have cut off access to their vital records (if I'm wrong in that, would love to know
