My answer can't help you but I have exactly the same problem ! I'm working
on French in the USA and, in the 1930 Census, I have 20 French " inmates "
in Indiana and 1254 for all the USA, males and females. I don't understand "
inmate ". They're born 1831 to 1930. So, maybe this word is used for the
homeless and not for the prisonner.
But I have not the answer.

I am researching a gentleman listed on the 1930 Allen County, Perry
Township, County Home.. OK this is what I don't understand he is listed as a
prisoner.
Did they keep prisoners in a County Home?? Does anyone know why.
What was the County Home is Allen County. I had thought is was for older
person who didn't have family to look out for them. The person I am
researching was only 30 years old.
Any information would be helpful
