Yes, they are available from the Indiana Department of Health. You need to
know the date. A photo ID is also required.

Regarding birth & death cert for Allen Co.
No, things have not gotten any better. You need a photo ID and the reason
you want a copy for a death cert. You must show a direct interest in the
record and need the record to determine property rights.
For birth you need a picture ID and reason.
Things will probably not get any better because of the problem with ID
theft
nationwide.
The Allen County Public Library is working with the board of health trying
to get birth & death records up to the 1940's on microfilm. The Allen
County Public Library does have death records up to 1932 and birth, I
think
up to 1920 on microfilm.
