Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb
Checking for Bonner and Bannock County, I am here, still waiting for summer.

You can find a good description of the official program for doing this
between 1878 and 1903 at:
http://www.archives.gov/genealogy/military/civil-war/union/veteran-headst...
A complete index is available on microfilm.
I have been unable to find any federal government sponsored programs for
doing the same for Confederate soldiers, but many Southern States did so,
and the Sons of Confederate Volunteers has been doing so (still ongoing)
vigorously. I think if you know of any such graves, it can still be done.
Like a good many folks with roots in border states like Missouri, Kentucky
and Tennessee, I have relatives who fought on both sides of the conflict.

This short article from the VA may help:
http://www.cem.va.gov/hm/hmcivil.asp
*These markers are free from the U.S. Dept. of Veteran Affairs. These come
in flat or upright styles. The flat markers are available in granite, marble
or bronze. The upright markers are available in marble or granite. To
request this special style select the appropriate box in block 11 for
upright marble (U) or upright granite (V) and write the words “special style
- confederate” in block 11. These markers are for unmarked graves only.
There must not already be a marker in place with or without service
information. Complete and accurate proof of Confederate military service is
required and shipment will be made to the cemetery for installation. The
expense of installation is the responsibility of the person ordering the
marker.*

The local museum is working on a walking tour of the local cemetery & several
questions have come up.
Did the federal govt furnish the Union grave markers? Did they do the same for
the Confederates? I don't recall ever seeing a confederate marker. . .
Does anyone know?
