Son Isaac Carter is my great grandfather. He attended the Commercial College

Is there anyone that can do a lookup for me for an obiturary for
Francis BURNS who died April 29, 1916 in Fairbank, Buchanan Co., IA.
He was my ggg grandpa and I am trying to figure out where in Ireland he
was born. He served as a Mayor for Fairbank and Im quite sure that in
his obituary it might tell of this.
I thank you so very much,

I have ancestors who lived in IA from about 1860-1875. The 1860 census
shows them as living in Jefferson Twp and the 1870 census has them in
Washington Twp. My first question - was there a change in boundaries or
creation of additional townships during that period - or did they move?
Also, one of the ancestors (Barney Bouck) must have died between 1860 &
1870 since he "disappears" from all census after 1860 (when he was shown as
living in Jefferson Twp). I found on the IA GenWeb page that vital records
aren't available from the State or County before 1880. I would appreciate
any suggestions for searching for a record of his death &/or burial. The
family was most likely members of a Methodist Episcopal church since the
son, John Stacy Bouck, was a minister of that church.
Any ideas would be appreciated including what libraries I might contact in
IA. I live near Seattle so my research is limited to email, mail, and
searches through Family History Center resources.
The family I am researching is -
Barney Bouck/Bouch b. abt 1800 NY m. Clarissa/Clarana Sparling b. abt 1806
ch: John Stacy Bouck b. 1823 NY, George b. abt 1832 OH, Warren b abt 1838
IL, Sarah b abt 1843 IL, Lyman b abt 1845 IL, Wm. C b abt 1847 IL and
Clarissa b abt 1851 IL
