Have you found the family in the 1861 census, which should then give you an
idea of where they were born. Gower, Swansea and Neath were all close
enough to be possible. The Civil Registration link on Genuki for Glamorgan
takes you to

will tell you that Gower registration district was created out of Swansea
district in 1858, and clicking on the link there to Gower tells you which
parishes it covered.
there is no mention of a Gower Eastern District?
