have been born there.

Are you sure that the Sarah TURPIN death in Swansea in 1851 is the
married
woman nee MEAGER rather than the child aged 5 in 1851 census?
If she was part of the MEAGER shipbuilding family who came to Swansea from
Devonport then it is not unlikely that she might have died at the
residence of relatives.
