Please does anyone know if one can get a birth certificate for a living

Dear Dawn,
In England and Wales, assuming the name and date and place of birth are
known, anyone can purchase a certified copy of anyone else's full birth
record, child or adult, dead or alive. I do not know whether the situation
is the same in Scotland and Northern Ireland.
Kind regards,
John
