I think anyone can get anyone else's certificate. I believe there are some
checks taken if you try to order a death certificate of a child who died in
the last 50? years. Probably because of the Day of the Jackal. I have also
seen people trying to make money on Ebay with copies of the Beatles' birth
certificates, which anyone can order from the GRO.
I had no problem ordering the birth certificates of my brothers and sister
who are all still alive.
There was a programme on TV recently that highlighted the problem of
identity theft. It focused on the use of a mother's maiden name as a
security question. As most, if not all of us know, maiden names are in the
GRO indexes for all to see. Some months ago I bet a guy in the pub a tenner
that if he gave me his name and date and place of birth, then I could tell
him his mother's maiden name. I won the tenner.

missed something the answer to your question would appear to be yes.
I did a dummy online purchase and merely changed the year to either side of
'within last 50 years' and the only difference was that if birth was within
the last
50 years then they need the mother's given and maiden name as well.

I also googled a question which queried the confidentiality/fraud angle but
failed to find anything Uk based which considered this particularly.
I'm a bit non-plussed that it should apparently be so easy and fear that I
*am* missing something here - anyone have chapter and verse on this ?
