Somewhat puzzled here.
Have they changed their system ?
I have a reader's ticket which has gained me access for several years.
And when I have needed to renew it I just went to reception with ID and
the ticket was renewed with little fuss.
Now prior to having the ticket, being based in Wales, I did register
online and those details were used on my first visit. They did have the
facility to take a photograph in the reception.
Maybe this system only applies to non-Welsh readers ?

Hello, You cannot gain access to Aberystwyth library without first
'phoning to apply for admittance documentation. They will send you a form to complete
and you return it with two photographs (passport size). They will send you admittance
material for entry to the library, without which they will not let you in.
