Dear Sylvia,
Legal adoption did not start in England and Wales until 1927. Thus it's most
likely your William was actually fostered rather than legally adopted. I
should think this would make it fairly difficult if not impossible to trace
his birth parents.
If you cannot find the lower etc rows in the 1861 census, then assume they
were not there.

Hi FROM CALIFORNIA.
I am sure people must be tired of seeing this request, but i feel some one
out
there has the answer.
There are 3 rows of houses in mountain ash called, low middle and high
rows,
in 1871 at no;2 Upper (high) Row lived William Evans cir 1821 a
lampman
born
Llanstephan Carmarthen, his wife Ann cir.1826 and adopted son William
cir
1860
born Mountain Ash, when son william married he gave his fathers name
Henry
Evans.
Problem cant find the 1861 cencus showing these houses, so were they built
then, would any one know, also does any one have a way for me to find son
williams birth parents, we know it was common practice for familys to take
family members children, any leads would be greatly recieved.
