Further you your enquiry in at least 3 mailing lists today, I've checked my
UK-Infodisk CD and found the following instances of PEOPLE named BIBB in
Wales.
Cardiff 1
Swansea 8 (4 pairs: 2 in Ystradgynlais, 1 Morriston, 1 Winchwen)

Gwynedd 1 (Benllech)

Yes, S & W Glam are listed separately from the posttowns of Cardiff & Swansea,
and do not include them.
Not sure whether I missed any other areas of Wales.
Certainly Newport didn't have its own listing.
NB There are BIBBS, BIBBY, BIBBINGS too.

I don't have the full disk, which would enable me to check the whole of the UK
