Note that Registration Districts were largely organised by parish, and most
of Mountain Ash was in Llanwonno, and a small part in Aberdare parish.
I think there is no shortcut, with a common surname, to getting the birth
cert for Russell that seems most likely, (checking it matches his marriage
certificate) then the marriage cert that Lynne found, which gives his
father's name and occupation, and and hopefully addresses, and the death
cert . Then you find him in 1911 and/or 1901 census with his parents, find
where he says he was born, track back to 1891 census to see if he is there,
and how many months old, and where born. You can then contact the local
registrar ( details from the link above or from district link on FreeBMD
search results) and specify the parents and approximate birth date that
matches the 1891 census. If in 1911 and/or 1901 you find that Thomas had a
sibling with a more distinctive name you might well get that birth cert to
find mother's maiden name before progressing to Thomas's.
www.FreeBMD.org.uk is of course free. Ordering certs from GRO or local
registrars ( providing that you can pay with UK currency) is a lot cheaper
than increasing the profits of one of the commercial suppliers that you
name.
As many streets in Mountain Ash that were around in 1919, 1920, 1911, 1901
and 1891 are still around ( even if some buildings have been replaced) it
may well be worth trying the addresses you find both in Google maps (or
equivalent) and in
www.old-maps.co.uk. Very often families did not move
around much once they had children of school age, especially if they had a
stable job for example in a local colliery where they could walk to work.
They may have moved a few streets to a slightly larger house as more
children arrived, or to a slightly smaller house if money was tight. Almost
everyone rented their houses, sometimes in coal-mining districts from their
employer.
If you find several possible Thomas Thomas individuals, you may need to
research more than one in some detail to be fairly sure which is 'yours'.
Tracking down Alice M. WHITCOMBE may be easier than Thomas THOMAS. There is
a good chance that they lived near each other.

Thank you to Jeff and Lynne for the information they provided.
Could I ask for further clarification please - I have access to both
Ancestry and FMP but on looking for a Thomas Thomas born in 1890 in
Glamorgan there are lists of them.
I have checked through each one but there is no mention of Mountain Ash.
Could someone please advise whether I should be looking for a different
named place.
I have also checked through the 1901 and 1911 census but also with no
result. It is such a common name and I have so little to go on.
I am thinking that my only option might be to obtain Thomas's marriage
certificate in the hope that his father is listed.
I had thought of trying to obtain his birth certificate but I would have
no
way of knowing if I had obtained the correct one.
Thank you to anyone else who can offer further suggestions, or even
confirm
that the course of action above is the best one.

30yrs.
Marriage of a Alice M THOMAS to Louis. J. PRATT dec qtr 1920 Pontypridd .
two children born 1923 & 1925 one marries 1948 Bedfordshire.
