Should a member have the support of others before submitting a
proposal in
a manner similar to the U. S. Congress, which requires so many "signers"
before a bill can be submitted? Would this assure that only serious
amendments were submitted?
No preferences here. I was sort of picturing someone suggesting an
amendment for discussion on GAGEN (or to the SC who would forward to
GAGEN). Discussion could proceed and then if "enough" people wanted to
bring it to a vote, then it would be brought to a full vote. Could get a
bit unwieldy, I suppose. Or after discussion, a group could be assigned to
write a formal version to present for a vote. As for "enough" or consensus
-- maybe 40%, 50% in an informal poll?
I'm open to suggestions -- the draft I submitted was written in the wee AM
hours :-)
