Should a member have the support of others before submitting a proposal in
a manner similar to the U. S. Congress, which requires so many "signers"
before a bill can be submitted? Would this assure that only serious
amendments were submitted?
What constitutes "consensus" of the membership? Who decides if a consensus
has been reached?

Article 5: Amending the Bylaws
Amendments to the Bylaws may be proposed by any member of The GAGenWeb
Project. Discussion will follow with a formal motion being made, if
consensus is reached by the membership. A formal vote on the amendment
requires a 2/3 majority of those voting to pass. If approved, the
amendment is effective immediately unless provisions are made otherwise.
