What if...
First, the CC is contacted in private. If he/she doesn't respond within 4
weeks, then a note is sent to the mail list (but not an "accusatory" note;
simply a note saying "Will the CC of XXX County please contact the RC/SC").
If the CC still doesn't respond after a specified time (another 4 weeks?),
then the county is declared abandoned.
I think that posting a "please contact" note to a public list has a couple
benefits. First, it gives the CC a 2nd chance. Perhaps they've been sick,
had a family emergency, or computer problems... some of the other CCs might
be aware of that and can let the RC/SC know. Also, it would leave a public
record that attempts were made to contact the CC (should it be questioned
that the county was unfairly declared abandoned).
I do prefer the idea of a private note first and then a public notice. And
4 weeks seems like a good time frame.
Should something be said about why a CC would be contacted in the
first
place? For failing to abide by certain guidelines, for example?
There should definitely be reasons given.
