Concerns about the page requirements, namely the surname registry, the
county table, and the "about GenWeb". There is a bit of discussion on each,
but basically this CC feels that these should be suggestions and not
requirements. This CC also feels that the "dead" county sites are more
important to deal with than those particular items.

I am okay with moving surname registry to a suggestion, but feel strongly that we need to
show links to neighboring counties as a must have. About Genweb, that could go to the
suggestion side, if they have the links to national that page, I think, has the about
genweb stuff on it.

The other concern this CC mentioned was that new CCs would be expected to
become proficient at handling webpages in 3 months. Perhaps that isn't long
enough if they have no experience whatsoever. I think here the concern
would be what is "proficient".

Proficient to me means that they can upload their pages without help and they can update
their pages without help, using java and the other fancy things is above and beyond. If
some wants to use them great. For me it is fancier that I want to mess with.
