No, I don't think all of this has to be on the front page. Personally, I
think that's a bit intimidating visually, especially for a newbie.
I don't think we have to be so rigid as to mandate that required elements
have to appear in a particular place. Having said that, of course, the US
and GAGenWeb logos should be on the front page.
Neighboring counties should be linked on the county pages, not just a link
to the county index table. We need to make things as easy for researchers
as we can. They may not even know what counties are adjacent. To make them
go back to the county index table or a map, in my opinion, is needlessly
difficult.
Good questions!

A question -- do you envision all of this on the front page of the site, or
would links on a separate links page be ok?
Also -- as to neighboring counties -- we had quite a bit of discussion
over that
one in the past. Do you envision individual links to neighboring counties, or
would a link to the state county table be sufficient? There was an awful
lot of
discussion on that :-)
I personally like a clean, uncluttered front page. For example, I don't
have the
history for my county on the front page, but I do have a clearly identified
link to such. I don't have the resource addresses and phone number on the
front
page, but a link to a page with them.
Just my thoughts this afternoon....
