~Report change of email address to SC and/or RA

Note that these are just suggestions to start. Let's discuss the CC
responsibilities first, please. Additions, changes, deletions in ideas or
wording?
This looks like a great start, Jacki. I can't think of too much else,
except maybe "Respond to communications from the SC [and ASC? and RA?]."
I know we want to keep things simple, but maybe we can be more specific
about the first item (maintaining the county website). For example, should
there be a time frame required for updating / adding new info to a county
site? Quarterly, perhaps? Also, some questions that have arisen before:
Does adding a link count as an update? Do Archives submissions count as
updates?
This might also be a good place to include specific site requirements, such
as the GAGenWeb Project logo, the name of the SC, a *current* email address
for the CC, etc.
I think if we're as specific as possible here, it will be easier to
determine if a county has been abandoned, and therefore easier to get it
adopted again.
