Then officially and for clarification purposes - when the BOR first came to
the Council several reservations by 1/2 of the Council members were expressed
and the chair was asked to take the BOR back to the Committee for another
look/see.
The Chair refused to do so, basically leaving the BOR in limbo. The next
thing the Council saw was after some time, a request from the Committee for
further input from the CCs on the BOR.
