Many of these steps have been taken. He was not in custody, so the county
won't pay. If the car was stolen (and that is a question), then car
insurance would not pay. He was unemployed.
But, thank you for your suggestions!

1/have them check for medicaid help (Family and
Children Services, I think)
2/Check to see if the car insurance included
medical payments (which does not depend on
proving liability)
3/if he is/was under police custody (for car
theft) check to see about County payments
4/have them talk to the social worker at the
hospital for additional sources
5/have them talk to the billing office at the
hospital to make payment arrangements
6/if he was employed by a large company check for
company employee funds and/or free legal sid.
