This seems to cover all the bases. The 10 day (#4-Grievances) response time
might be a little short should we be on vacation, or whatever. I'm anxious
to get these things in place so we can devote our time to our pages and
researchers and feel comfortable doing it.
We have a great project and wonderful people. I personally have had nothing
be good experiences and enjoy helping researchers and transcribing records
for Haralson and Monroe Counties.

Many CCs expressed the feeling that the present grievance procedures
were
not adequate. They also gave specific suggestions for improving the
process.
After going thru the various comments, the GRC proposes the first
draft
below for coments.

DEFINITION:
The Mediation Council will handle all disagreements, where by an equitable
agreement cannot be reached between, the CC's, RC's and SC, or between a
CC
and a visitor/contributor to the GAGenWeb County page.
COMMITTEE MAKE-UP:
The Council shall be comprised of 9 members-a Chairperson, plus one CC
representative from each of the 8 GAGenWeb Regions.
The 8 CC representatives shall be elected by the CCs within their region
for a 2 year term.
The Chairperson shall be elected by the entire GAGenWeb membership and
shall serve a term of 2 years. The Chairperson will vote only in case of a
tie.
These terms will be staggered so that only 4 regions change each year.
Beginning year:
Regions - A,B,C,& D - one year terms.
Regions - E,F,G, & H - two years terms
Chairperson: Elected for two years
Second year:
Regions: A,B,C, & D - two year terms
Regions - E,F,G, & H - would not have an election.
Election will be held within GAGenWeb.
The votes for the regional representatives will be counted by two
volunteer
CCs
(non-State Coordinator Council and non-Guidelines Committee). The Chair
will be voted on separately with two other CC volunteers counting the
vote.
The Guidelines Committee will assist with the initial election process.
Thenceforth, the Mediation Council itself will assure that the elections
take place.
Qualifications - CC for at least one year prior to election
Mediation Procedure
Before coming to the attention of the Mediation Council, the "chain of
command" from CC to RC to SC must first be followed. If it cannot be
resolved by these people, then the Mediation Council is contacted.
1)The complainant should compose a note using the subject line "Request
for
Mediation," and giving a brief description of the conflict, and
the
name(s)
of the opposing party/parties. The note shall be sent to the
Chairperson
of
the Mediation Council.
2)Upon receiving the request, the Chairperson:
a)Responds to complainant stating the the Mediation Council will be
reviewing the matter and informs the person they may select someone to
help
them in responding to future questions as an advisor.
b)The Mediation Council will review the complaint and seek additional
information from all parties involved as needed.
3)All correspondence and actions will be considered privileged information
and will be kept confidential by the committee and all individuals
involved
in the process.
4)Suggested time frame for study and decision making 10 days, to be
extended if needed.
5)The conclusion will be reported to the parties involved.
6)The Secretary of the Council will retain records of the proceeding to be
a part of the permanent record to be passed to the next Secretary to
assure
that the same complaint not be brought up the next year.
