I started a search through the legislative documents available at Galileo
from the Georgia Digital Library. I searched the word archives and pulled
up quite a few items but haven't had time to read them all. I was looking
oldest to newest and it should probably be the other way around in order to
find the most recent legislation that would apply.

I was interested in finding any that require an archives to be established
and any that might mention access to the archives.

The Secretary apparently believes that an appointment system fulfills
the requirement of Georgia's Public Records and Open Records Act
50-18-70 (Public records "shall be open for a personal inspection by
any citizen of this state at a reasonable time and place.")
With further staff reductions appointments will be few and difficult
to get.
My understanding is that agencies housing public records must comply with a
request for access to those records within three business days (per *O. C.
G. A. § 50-18-71**).* I have to wonder how the Secretary thinks the Archives
will be able to meet that requirement on an appointment-only basis with an
even more limited staff than it has now. I feel, as Vivian does, that such
appointments will be difficult to come by. The public will probably be
pushed out in favor of workers from government agencies who are dependent
upon the records held at the Archives to maintain full functionality of
their respective departments.
I have also heard through the grapevine, so to speak, that there is a law
somewhere (no idea where!) mandating that the Archives must be open on
Saturdays. Has anyone else heard this who can pinpoint a source?
