Not necessarily.
When it has "Complete", if there is a name in the PROOFREAD BY line, then it is
completely transcribed and proofread. (as in FINAL)
When it has "Complete", if there is "not yet" in the PROOFREAD BY
line, then it
is completely transcribed, but NOT YET PROOFREAD. This one will later have a
"Proofread Version" as the townships (or EDs) get proofread. When the last
"Proofread Version" township/ED for a particular census goes on-line, then it
becomes the FINAL (to complete).
On the assignment status (index) pages of the Census Project's web-site
(
US-Census.org), we designate which are PROOFREAD by a golden link-button. The
UNPROOFREAD (or partially-unproofread), are designated by a blue link-button.
When a census is partially transcribed, each FTP folder for each transcribed
census usually (repeat "usually") contains a file named "partial.txt"
that lists
the proofread/unproofread status as well as a few other things about the census.
When that particular census becomes completely transcribed the partial.txt file
is renamed to something like townships.txt, or ed-info.txt, or twp-info.txt and
lists the status of the proofreading.

A census can be completely transcribed, but not proofread. On the Upload
Reports, when the "Proofread by" line has "not yet", the file(s) is

As an example, Ross Jones is a very experienced transcriber and he keeps
several
proofreaders quite busy. Rather than hold up on getting the
unproofread files
on-line while the proofreaders are being found and finish proofreading, we
process the unproofread files and note in the credits paragraph of the
on-line
FTP files the census IS NOT proofread. Later when the proofread files
are
submitted, we replace the unproofread files that are on-line. It's double
work
for the File Managers, but we feel getting the unproofread files
on-line
where
they will be available to the Researchers is better than letting the
files
sit
waiting for a proofreader.
Good proofreader's are hard to find.
