I'm not Ron, but since I know the answer I thought I'd let you know.
A census can be completely transcribed, but not proofread. On the Upload
Reports, when the "Proofread by" line has "not yet", the file(s) is
not yet
proofread.
As an example, Ross Jones is a very experienced transcriber and he keeps several
proofreaders quite busy. Rather than hold up on getting the unproofread files
on-line while the proofreaders are being found and finish proofreading, we
process the unproofread files and note in the credits paragraph of the on-line
FTP files the census IS NOT proofread. Later when the proofread files are
submitted, we replace the unproofread files that are on-line. It's double work
for the File Managers, but we feel getting the unproofread files on-line where
they will be available to the Researchers is better than letting the files sit
waiting for a proofreader.
Good proofreader's are hard to find.
