How they recognize you will depend on the how the current admins of those
lists are handling subscriptions. When I was a SEMA rep on the AB and admin
of the SEMA list, I approved all sub requests so I could confirm they were
actually SEMA members but that doesn't mean whoever has the list now is
doing it that way. I confirmed it by responding back to the person and
asking where they were a member and then confirming that through the
specific project.
I would assume that the ADMINS of the Discuss list have something in place
to confirm membership in USGenWeb so you should receive a response from
someone after you subscribe.
The AB and National Coordinator are responsible for these lists so if you
don't get a response after a few days, I would contact AB members and the
NC.

I need a little advice. I still use county specific email addresses on my
sites, but last spring, I changed my email address for USGenWeb and RootsWeb
lists to genealogy(a)patsabin.com. I'm not sure how to get subscribed to the
USGenWeb DISCUSS list or the USGW-SE list. If I send a typical RootsWeb
subscription request, how will the admin recognize me?
