The following are the proposed AB guidelines returned from the
Voter Fraud Committee to the AB. I am posting them for your
review before the proposed procedures are sent back to the
committee for revision.
The suggested changes made by AB members are:
1) To change "Grievance Committee" to "AB Grievance Procedures"
2) To identify who the "plaintiff" in mediation would be. During
prior discussion the majority of responding members felt
fraudulent registration effected the other members of the
Project. The suggestion was made that the RAL, who is elected to
represent the whole membership, should be the "plaintiff", with
the understanding he/she would not participate in any final
discussion or decisions by the AB.

The Voter Fraud Committee has changed the name assigned for the
following procedures to "Fraudulent Registrations" which more accurately
reflects the situation these procedures address.
Procedures for Fraudulent Registrations
It is the policy of the USGenWeb Project that a member may only cast one
vote in any Project election or poll.
In the event a member registers to vote more than one time the
procedures as outlined in the EC guidelines will be followed.
In the event the EC, per its current guidelines, reports a possible case
of Fraudulent Registrations to the NC/AB the following steps will be
taken:
(1) The NC/AB member will forward a copy of the report to
Exec.
(2) The NC will notify the SC(s), ASC(s) and individual(s) named in the
report that such a report has been received. The notification shall
include the information that the report is being forwarded to the
Grievance Committee.
(3) The NC will forward the report to the Grievance Committee, including
copies of the notification e-mails to the parties involved.
(4) Once the report is received by the Grievance Committee,
the Grievance Committee will acknowledge receipt of the report and will
handle the possible Fraudulent Registrations situation under its
guidelines.
(5) The Grievance Committee will notify the NC/AB of its findings and cc
the NC/AB on its final notification to the parties involved.
(6) Based on the findings of the Grievance Committee the AB shall
determine whether or not to remove the individual(s) from the Registered
Voter List and whether any addition action should be undertaken.
(7) The NC will notify the EC of its determination with a cc
to Exec
(8) The NC shall advise, via e-mail, the parties involved of the AB's
determination with a cc to Exec.
In the event a possible case of Fraudulent Registrations or suspected
case of aliases is reported to the NC or AB member by an individual the
following steps will be taken:
(1) The AB member receiving notification of a possible fraudulent
registrations situation and/or suspected case of aliases will ask the
notifying individual if he/she will agree to the disclosure of his/her
name. If so the AB member will forward the e-mail to the NC and Exec. If
not the AB member will remove all identification of the sender from the
e-mail and forward the e-mail to the NC and Exec.
(2) The NC shall notify the EC of the situation and ask the EC to check
its files for possible multiple voter registrations and for any
information the EC may have that has a bearing on the reported
situation.
(3) Upon receipt of a response from the EC steps 2 through 7 as listed
above will be taken.
Until the Grievance Committee finalizes its procedures and the
procedures are approved and in place the following procedures will be
used:
In the event the EC, per its current guidelines, reports a possible case
of Fraudulent Registrations to the NC/AB the following steps will be
taken:
(1) The NC/AB member will forward a copy of the report to
Exec.
(2) The NC will notify the SC(s), ASC(s) and individual(s) named in the
report that such a report has been received.
(3) The AB will follow the procedures outlined in the
currently established Grievance Procedure Guidelines.
