All our votes on issues that have a long-term impact on the project have
required two-thirds majority to pass. Approval by two-thirds of those
voting has always been required for passage.
Establishing a quorum would be tricky. We have 100 on the mailing list. We
usually have about 40-50 people vote in our elections. One-half of a voting
body usually is not enough to establish a quorum. And, I'm not sure how we
would establish that we do have a quorum.
