I found out about the discard from this post
http://archiver.rootsweb.ancestry.com/th/read/LIST-DEVELOPMENT/2009-01/12...
I find this list more helpful than Listowners.
If you are interested you can find info here

There was an ongoing discussion on the Listowners(a)rootsweb.com list
about
all the spam in the "pending requests". The owner of that list kept telling
everyone to stop talking about it, because it was not the right forum for
that list and there was nothing the List could do to help. We were told
that we should send our issues to the Rootsweb Help Desk. However, several
people said they had done that and never received any response from the Help
Desk.
We were also informed that the spam filters had not been working, but had
recently been fixed, and that we should keep discarding each message, AND
checking the box to indicate that it was spam, so that the spam filters
could be trained. I have continued doing this in hopes that what they said
was true, but the number of spam messages just continues to increase.
I unsubscribed from the list because the number of messages about the spam
was even more than the spam itself.
And now I'm going to take the advice below and have all non-member messages
discarded automatically. If a real member uses an incorrect email address,
or a prospective member sends a legitimate message without subscribing,
that's just too bad.
