I agree with the others. Start the survey, but if confronted, politely try to explain
reason why he is there. Offer to give the church a copy of the survey. Most People are
very understanding.
As a matter of fact, our cemetery preservation group in Polk County, has even cleaned up
an abandon "church" cemetery after months of trying to get permission from the
new church. The old church was destroyed by a tornado and the new church was built on the
other side of the county. Family members had contacted us and asked for help, so we did
have permission from descendants of the majority of the people buried in the cemetery. No
one ever objected to our work.
I would tell the boy to go for it if he was in my county.

Since the cemetery is not fenced, and I presume not posted with any
warning signs, I would not think anyone would object to his work.
If asked, of course, he should politely and promptly leave.
If you can try to reach the church on Tuesday, that would be good.
