As far as I'm concerned churches and their cemeteries are public. I would go ahead.
If someone stops him and has issues, then deal with them. You would do the same in an
abandoned cemetery and
this appears to be abandoned for the most part.
If I was on the ground there, I would do it.

I hate to disrupt the holiday weekend, but I need some advice. I have an Eagle Scout
candidate who has been trying to no avail to get permission to transcribe a church
cemetery. It is a very small (one room, I think) old church with no staff on duty
during
the week. This young man has gotten no response from his e-mails and voice mail
messages.
When he first ran into trouble, I was too busy with work to help. I'm not sure that
I can
get anywhere, either, but I'll try on Tuesday.
I'd love to have opinions on whether or not he should just do the project, anyway, or
move
on. It's a small cemetery, and not fenced. It was transcribed years ago, but is not
online.
