If anyone knows the history of the Carter's Dam/Carter's Lake area (who they
were named for) this might be the most likely area. Here is the Wikipedia

I am interested in these Carters. George Green Dame ( 1784-1867) married
a Catherine Carter, my 3rd GGP's. The Dames owned Dame's Ferry in Jones
County, GA. The Dames were from Middlesex County, VA and later moved to
Clinch County, GA, where they tie into my Tomlinson line.
According to my information, Catherine was a d/o Elmore Carter of
Elizabeth City, NC and later Camden, SC. This fits in real well because
the
Tomlinson's lived at one point in Camden.
