If you want to use frames on your pages, please learn the right way to do
it.
If you don't know how to provide a route around the frames for the blind
and other handicapped folks who are stuck with old equipment at public
schools or libraries, please visit the Elbert County, GA page at

and see a good example of the right way to use frames. There are four
counties in Georgia using frames that I know of but this is the only one
doing it right. One county appears to be making an effort, but the link
back to the old page is a dead link. The other two counties provide no
route around the frames at all, and the coordinator apparently doesn't
care about accessibility. He never answered my e-mail about it.
