Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

I am not sure where you heard that, but I have
several sites on USGN as well as the entire
USGenWeb Census Project and they work just
fine. As far as I know of, from USGN management
there are NO site down.
They are experiencing periods of slowed service
do to a reduction in bandwidth during peak periods.
This is caused by BigSkyways who has reached
current capacity with their current lines and reduces
bandwidth during peak periods so that all accounts
can maintain service. This reduction will last until
sometime in mid-February when a new T-1 line
is scheduled to be installed at BigSkyways which will
free up the bandwidth once again for all users.
So, they may be a little slow, so have patience, but
they are not down. They are under improvement.
