Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb
My original source for setting up the page was Everton's Genealogical Helper,
but the page has been under the care of a half dozen people since then. I
remember Tim pointing out a couple of errors on the page a couple of years
ago, but I personally have not taken it on myself to verify the origens
information.

I don't know where the original creator of the Georgia table got the
information but according to 'The Counties of the United States and Their
Genealogical Value' by E Kay Kirkham - published by Deseret Book Co, Salt
Lake - 1965:
Forsyth County: County seat - Cumming; Parent County - Cherokee, Lumpkin;
Date Orginated - 1832; First Census - 1840.
For the Georgia portion she sites her references as: Georgia Official
Register, Dept. of Archives and History, 1927, page 236 AND National
Genealogical Society Quarterly Magazine, June 1952.
