But what of those who then administered the affairs of the town. The most
prominent citizen was Alderman Edward Eaton Evans the lawyer. He was the son
of the late Mr. William Evans, already mentioned in these articles, and the
grandfather of our present Clerk to the Magistrates, Mr. James Eaton Evans.
He was the Mayor in the year we are considering and was a man of ability and
high moral character much looked up to by the ordinary people. There was
also Mr. T. Rule Owen who had been the Mayor in 1888. He was a land agent
and resided at The Glen, Merlins Bridge. He was known by nothing else but
"The Ruler" presumably because of his name. During Mr. Rule Owen's year of
office, Mr. George Leader Owen of Poyston presented to the town the
magnificent mayor's chain which is still being worn today. Mr. Rule Owen,
following this generosity, himself presented the town with a new mayor's
robe, having been heard to remark that the new chain shewed up the tatty,
faded gown which he and other mayors had been obliged to wear upon civic
occasions. Other prominent men were Alderman Stephen Green and his nephew
Councillor Fred Green, antecedents of Mr. John Green who himself has served
the mayoral office. There was also Clr. R. T. P. Williams who many will
remember who was then a young man. His grandson is Mr. Howell Williams the
solicitor. There was also Ald. Thomas James of the Spirit Vaults upon the
Castle Square, Clr. William Williams the Chemist of Market Street, Cr.
Joseph Thomas of Wilton House, Quay Street, a well to do corn chandler and
Cir. Tom White the jeweller of Market Street. The Town Clerk was Mr. Henry
Davies of the Old Bridge, the father of the late Ald. Claude Davies. He
enjoyed the dubious honour of being the lowest paid (£2 per week) Town Clerk
in the whole of the British Isles and was never tired of complaining about
it. The Borough Accountant was a Mr. John Lewis and the Borough Surveyor and
Gas Manager, Mr. Joseph Gibbon, the grandfather of Mr. Leslie Gibbon a
former Deputy Town Clerk.
