Evan Phillips (b 1843 Narberth) and Elizabeth Phillips (b 1845 Cillymaenllwyd) had a
daughter 1871 called Phebe.
Possible they used one of their parents' names for child. Might be worth
investigating. Birth dates of their parents could be close to your c.1800. Would need to
find out Elizabeth's maiden name. Sorry no further info.

Has anyone found Phebe (or Phoebe) used as a nic-name for any other names in
