The GRO Reference you've been given is for a FrancEs Hughes, married in
March Quarter 1854 in Llanfyllin Registration District. A Morris JONES has
the same reference, so I suspect the marriage was between Frances Hughes
(female) and Morris Jones (male).
Clearly, this is not the marriage you were seeking.
There is no Ellen Charlotte Hughes born Tenby circa 1860 in FreeBMD's
version of the GRO births index.
However, there is a Flora Ellen Charlotte Hughes, born Sep Quarter 1864, in
Stoke Damerel Registration District, Devon (Vol 5b, Page 298). If you think
this may be the correct entry, you'd need to purchase the birth certificate
to be sure.
