Is it the baby in question because she's not in the FB, or adults. Any idea

This may be a dumb question!! If a family book covers dates after
when civil records were kept does this include church records or are they
the same. After 1895 a person was required to record
births/marriages/deaths with the government correct? So, if a person was
married in a village why would they not show up in a family book. Is it
because the FB only covers the church records or do they cover both.
The reason I am asking is because there are family members that insist an
was born in Rudolfsgnad, however, she is not included in the family
book for this village. Perhaps her parents did not register her birth
because they were immigrating to Canada shortly after her birth? I am
unfamiliar with the practices of this time so any thoughts would be
