I couldn’t open the oxford bibliographies link you sent for adoptions - it said "page
not found”. Did it have possibilities for searching for adoptions?
Is there somewhere to try searching for Exeter solicitor’s records? - I have 2 names.

Unfortunately formal adoption was not introduced in the UK until the 1920s
199791231-0083.xml for an overview. It looks as though this was arranged
through some sort of broker and, given the amount and regularity of the
payment, may well have been a solicitor. Unfortunately most solicitors,
until recently, destroyed their records, particularly for transactions of a
FMP throws up 3 Barnes families living in Withycombe Rawleigh in 1881 though
none seem to fit your letter. Withycombe Rawleigh is about 1 mile from
Exmouth. FMP also has 1851 and 1861 census for Charles Cabe. Interestingly
in 1851 he was living in Withycombe Rawleigh. It also has the following
entry: Cabe Chas b1836 d1872 Deaths at sea, 1781-1968 plus
image. There may be other references. Do you have the UK subscription for
FMP or just Australia?. There may be more in FMP newspaper collection but it
insists on searching for McCabe
May be just a coincidence but Richard Barnes, retired Naval Captain is an
1881 resident of Withycombe Rawleigh.
